Bridge Housing
To help meet the needs of the rising number of individuals experiencing homelessness, the City of Modesto has worked tirelessly to address the challenge of homelessness through the Three Prong Strategy:
- Community Accountability
- Shelter/ Housing
- Programs and Services
On November 7, 2023, the City Council approved the concept of Bridge Housing, and authorized staff to solicit sites, service providers, operators, and suppliers to help make a bridge housing project successful.
Bridge Housing is a type of temporary accommodation designed to help individuals or families experiencing homelessness transition to more stable and permanent housing. It serves as a "bridge" between emergency shelter facilities and permanent housing options. The Bridge Housing units traditionally are tiny, manufactured homes of approximately 60 to 80 square feet for individuals, and about 120 to 150 square feet for couples or families.
Bridge Housing typically provides a safe and supportive environment for people in need, offering a range of services and resources to help them regain stability and independence. Key components of the Bridge Housing Request for Qualifications include:
- Host Sites
- Site Operators
- Site Servicer Providers
Bridge Housing RFQs
With Council authorization, the City is soliciting 3 Requests for Qualifications:
- Host Sites
- Service Providers
- Site Operators
To develop a comprehensive list of available options for possible Bridge Housing projects. Additionally, the City approved up to $3 million to provide the Bridge Housing units, and infrastructure costs of the new Bridge Housing sites. These costs may cover the following:
- Bridge Housing units
- Accessory units required:
- Bathrooms
- Shower
- Case Management/Intake/Offices
- Onsite improvements
- Offsite improvements
To be considered as a host site, site operator, or service provider, for a future Bridge Housing project, apply online below to respond to the Request for Qualifications.
The City encourages all who are interested to apply. Prior Bridge Housing program experience is not required.
Submittals will be reviewed on a first come first served basis, with an initial deadline of Friday, January 26th at 5 pm. Submittals received after this date and time will be reviewed on a rolling basis based on available resources.
The City will host an in-person and virtual technical workshop on Wednesday, December 13th at 1010 10th Street Suite 2001 at 10 am for interested parties to ask questions and receive direct responses from the City. Additionally, City staff will be available for technical assistance and questions following this date by appointment. To set an appointment, please contact the Community Development Division.
