Youth Commission
Mission Statement
The mission of the Modesto Youth Commission is to provide Modesto young people from diverse walks of life with the opportunity to participate actively in the governmental process, to provide advice and input on matters impacting youth, and act as liaison between the youth of Modesto and the City Council on matters affecting the quality of life for all youth.
Vision Statement
- To expand civic participation opportunities to diverse youth to share ideas, recommendations, and youth perspective in the development of City of Modesto programs and policies that affect their lives.
- To educate youth through guidance and meaningful participation in the processes of civic engagement including the procedures for advocacy, collaboration, communicating the needs of youth, decision-making, leadership, and planning.
Regular Meetings
This commission meets at the Tenth Street Place, Room 2005 (unless noted on the agenda), on the 2nd Wednesday every month at 4:00 PM.

Applications
The 2025-2026 school year application deadline has passed. All complete and eligible applications will be presented to the Appointment's Committee for candidate selection. Applicants may be contacted during the selection process to schedule an in-person interview.
Term
Youth Commissioners serve a two year term, September through August. Membership is contingent upon being a full-time high school student. Upon graduation, members are still eligible to participate in the Commission, but shall no longer be an active, voting
Commissioner.
Qualifications
The Youth Commission is comprised of 17 commissioners that are either:
- Full-time students enrolled in a City of Modesto high school; or
- Full-time students enrolled in a homeschool program with accredited curriculum and reside within the boundaries of the City of Modesto.
Seat Designations
11 seats of the Commission are designated to one per high school in Modesto and 6 seats for members at-large. If no qualified applications are received from a school, that seat will convert to an at-large position for the remainder of the school year.
The Youth Commission is established to act in an advisory capacity to the City Council and the City Manager in matters pertaining to youth, and to initiatives, policies and programs impacting the youth in the City of Modesto.
Time Commitment
Commissioners must dedicate approximately 6 hours per month to meetings, events, and projects.
