Notice of Preparation
The City is implementing Program A-3 of the Housing Element to revise residential densities and align the General Plan and Zoning Ordinance and is preparing a Programmatic EIR to analyze those changes. The EIR will also examine, at a programmatic level, the amendments to the General Plan that have taken place since 2019 and update the environmental analysis of those changes in a Programmatic EIR. A more detailed project description is available below.
