Engineering Services Department
The Engineering Services Department provides exceptional engineering solutions to enhance the infrastructure and quality of life in our vibrant city. Our department is comprised of four specialized divisions: Transportation Engineering & Design, Land Development Engineering, Construction and Survey. Each division plays a crucial role in delivering comprehensive services to meet the diverse needs of our community.
Administration
Administration oversees the general management, department budget, and is responsible for personnel of the Engineering Services Department.
Land Development Engineering
Land Development Engineering (LDE) is responsible for maintaining and upholding the City of Modesto Standard Design Specifications, improvement plans and maps, including all new subdivision, processing various easement dedications, issuing encroachment permits, water and sewer connection permits, and transportation permits.
LDE is open Monday through Thursday 8:30am to 4:30pm. Fridays are available for appointments only. An application for a permit or project may be submitted by using the eTRAKiT Permits Portal link above.

Construction Administration
This team oversees construction administration of CIP projects throughout the City, manages construction contracts, coordinates with outside contractors, and performs inspections and repairs on projects that are in the public right-of-way (streets, water and sewer lines, traffic signals, roundabouts, lift stations, and more).

Survey
The surveying division reviews land development applications including subdivision maps, lot line adjustments and easement dedications for compliance with local and state regulations, provides support in the design and construction of capital improvement projects which require staking and topographic mapping, and is responsible for the preservation of survey monumentation.
Transportation Engineering & Design
The Transportation Engineering and Design (TED) Division is responsible for the design of various transportation related capital improvement projects. Our primary focus is pavement rehabilitation, striping, American Disabilities Act curb ramps, bike lanes, bike racks and sidewalk installation. Our division believes that Streets are a vital part of livable, attractive communities. Everyone, regardless of age, ability or income ought to have safe, comfortable and convenient access to community destinations and public places. Whether walking, driving, bicycling or taking public transportation, our goal in Transportation Engineering and Design is to provide "Complete Streets" with every project we design and build.

Parks Planning & Development
The Parks Planning & Development Division provides current and future planning for parks and facilities, including park renovations and new construction projects, throughout the City. This team provides landscape and irrigation construction plan review services for commercial and residential development, submits most of the department’s grants for state and federal funding for park improvement projects, and manages Tuolumne River Regional Park in partnership with the Park Operations Division. Finally, the division coordinates the City’s “Park Partners Program” which offers community groups the opportunity to partner with our department to make improvements to their neighborhood parks and amenities.
Tuolumne River Regional Park (TRRP)
TRRP consists of over five-hundred acres of parkland that runs along seven river miles of the Tuolumne River from the Mitchell Road Bridge west to the Carpenter Road Bridge in Stanislaus County. TRRP is maintained and operated through a joint powers agreement between the three partner agencies (City of Modesto, City of Ceres and Stanislaus County), with the City of Modesto being the Managing Partner. Five major areas make up TRRP including the Legion Park/Airport Area, the Gateway Parcel, Mancini Park, the Dryden Park Golf Course Area and the Carpenter Road Area. TRRP is Modesto’s regional recreation destination. The park boasts large tree-shaded group picnic areas, sports fields, bicycle and walking paths, fishing access, and open space available to house large community or private events.
