Landscape Maintenance Assessment Districts (LMADs)

The City of Modesto's Landscape Maintenance Assessment Districts (LMADs) are created to pay for landscaping, lighting and other improvements and services in public areas. As a form of benefit assessment, it is based on the concept of assessing only those properties that benefit from improvements financed, either directly or indirectly, through increased property values.

Under the Landscape and Lighting Act of 1972, a LMAD may be used for the installation, construction and maintenance of landscaping and lighting facilities within the boundaries of the formed district.
