Proclamations:
A proclamation is a ceremonial document issued by the Mayor and adopted by the City Council in the City of Modesto. It commemorates a specific time period, such as a day, week, or month, with the aim of raising awareness about national or local efforts and initiatives. This policy outlines the process for submitting and reviewing proclamation requests.
Submission Process:
Proclamation requests from the public must be submitted using the designated Proclamation Request Form. Incomplete forms will not be considered. Requests must be submitted at least 30 days in advance of the Council Meeting at which they are intended to be presented. All requests must include the requester’s name, contact information, organization (if applicable), and draft language for the proclamation. Requests received outside the required timeline are subject to approval at the Mayor's discretion.
Eligibility:
Proclamation requests may be submitted by local organizations, businesses, and residents. Each person or organization is eligible to receive one proclamation per year.
Review and Placement:
Pursuant to the Section 601 of the City Charter, the Mayor is recognized as the official head of the City for all ceremonial purposes. Therefore, proclamation requests are sent to the Mayor for review and consideration. The Mayor’s office will communicate via email regarding the decision on placement of the proclamation onto the City Council agenda. The Mayor’s office reserves the right to modify, edit, or amend the final wording of any proclamation for clarity and appropriateness. The Mayor’s office also reserves the right to decline any proclamation request that does not align with the guidelines outlined in this policy.
Criteria for Proclamation Requests:
Proclamations must declare matters of local or national importance that honor, celebrate, or create awareness of causes, or significant issues that have a major impact on the Modesto community.
Exclusions:
Proclamations will not be issued for the following purposes or entities:
We issue local proclamations at our City Council Meetings. If approved, we will call you to schedule a time for you to attend our City Council Meeting to accept the proclamation.
